Allow the build-ssl.sh script to build AWS-LC-FIPS.

Example:

  sudo AWS_LC_FIPS_VERSION=3.0.0 BUILDSSL_DESTDIR=/opt/awslc-fips-3.0.0/ ./scripts/build-ssl.sh
