set_ssl_cert_bundle.vtc requires at least OpenSSL 1.1.0 and we don't have any way to check this when launching the reg-tests suite. Mark the reg-test as broken since it will fails on old versions of openSSL and libreSSL.
File list: - common.pem: PEM file which may be used by most of the VTC files.
