Brook 60cab1bafd fix: [quota.default].TOTAL config setting supports unit suffixes (#9252) ...

Bring the code in line with the documentation that claims the `[quota.default].TOTAL` option supports unit suffixes.
Resolves forgejo/forgejo#8996
