wxiaoguang bfab129fb9 Fix label list divider (#25312) ...

We only needs 2 lines to hide the dividers.

```
  $dropdownLabelFilter.dropdown('setting', {'hideDividers': 'empty'});
  $dropdownLabelFilter.dropdown('refreshItems');
```

Other code blocks are refactored by the way.
